I favor the congestion pricing proposal, but funding the entire government with charges and taxes for driving and smoking is in conflict with reducing the number of people who drive or smoke. "Save the fare" politicking has led, over 100 years, to debt, deferred maintenance, and in the end higher fares. I can only imagine that the Institute for Rational Mobility opposes congestion pricing and is trying, through its proposal, to stoke opposition to the Mayor's rational plan.
