This is unbelievable. I agree that it makes a mockery of the social system and it doesn't address

What about those who are not poor, but struggling in the lower middle class?

If you are going to give handouts to some, why not everyone? After all, we all have problems, many if not most people have money problems and many don't have health insurance. Why should just the poor get these benefits when other people practically kill themselves to earn enough money to survive daily?

Going to school to better yourself should be an incentive enough, one doesn't need to be paid to do it. The reward will come at the end when someone can know that they have benefited themselves through hard work, not through handouts.
