Predictable legal rights and responsibilities in a system fostering Civil Liberties and Economic Freedom allow Capitalism to flourish. Institutions evolve to gather any economic surplus created by Society and invest it in productive equipment and organizations, thereby producing more cheaply and plentifully goods desired by human beings. In a system of Looting, Political Power allows certain persons to engross any economic surplus, which is then used to induce other persons to assist in the enhancement of the Power of the person disposing of the accumulated funds. During the past Century the people of Hong Kong and the so-called Palestinians began at about the same time to function as political-economic entities. Hong Kong became wealthy; Palestine is an impoverished enclave in a failed Arab Society. Hong Kong invested; Palestine bribed. The experiment was as near perfect as can be encountered in human affairs. The moral of this tale is obvious, but it can be ignored if sufficient effort is expended.
