It is inaccurate to describe the Webb amendment as involving "leave time." Individual members of the armed forces accrue leave time individually, and this would be unaffected by the amendment. What the Army and Marines do is take units at the end of their deployments, bring them back to their bases where they discharge those whose enlistments are up and replace them with those who have just finished their individual training, and then train them as units. They are redeployed when ready. The reason these units perform at a pretty consistently high level is due in large part to their training. Senator Webb's amendment recognizes the consensus in the military that a minimum amount of replacement/training time between deployments is necessary.
