As Jessica Lappin and Steve Shane both said the subway situation is already pushed to the limit. Residents are already fearing the completion of the Riverwalk 9 building complex. With 6 more buildings in process / on the books to go that complex itself will push the Island over the edge transportation wise.

Any new development South of the 59th Bridge will require additional subway stops from the E/V which runs under the Island (just Souh of Goldwater) or the N/R/W which runs underground parallel to the bridge. But even if that idea were approved today any station envisioned would take 10 plus years (as it did for the F subway station). We need more trains coming through the existing station now.
