First, the MTA must upgrade public transportation to accomodate an increased ridership and increased hours. Second, The City needs to establish strategically located transit hubs throughout the five boros, with large muni parking lots similar to the 1964 World's Fair model, with trams to the subways from the lots. From the hubs, express trains could run to two locations - Times Square and Grand Central - from which NYers could transfer to existing trains. Additionally, Co-op and Condo Boards would need to change bylaws to establish delivery hours - say from 6pm - 8pm - to avoid increasing costs to consumers. Some of the funds necessary for these improvements could be gleaned from the various NY Health Insurers, whose managed care plans are making windfall profits on the premiums paid by employers. Since the air would become cleaner, insurance payouts for respiratory ailments would be expected to drop significantly, resulting in savings. What say you?
