Carol Adelman makes interesting points on the changes that have occurred in foreign assistance. For those changes to be reflected in IDA, or the roughly $3 billion that the US likely will deliver to the program, hearings in the authorizing committees can help. But few, if any, were scheduled in the past decade. The two relevant committees are the Senate Foreign Relations Committee and the House Financial Services Committee.
On the UN, there were many attempts by Senator Norm Coleman to influence policy. But why not by authorizing committees for the World Bank Group?
