It is far to often that people in position in power state the way out of this problem (insurgency in Iraq, Iran seeking nuclear weapons, the list goes on and on) is by 'solving' a completely unrelated problem of Arabs wanting 'to throw the jew down the well' (aka Arabstinians geting their own country at the expense of Israel). This is not the chaos theory - a butterfly is not causing a tornado, and lumping problems together, instead of solving each one seperately does a disservice to the problem and ends up with results that are not anticipated or wanted.
The Israeli gov't had a slogan (which they didn't live up to) during the retreat from Gaza, 'For every settler there will be a solution (home, compensation..)', to stop the insurgency the military needs to take on a motto, similar in structure: 'For every terrorist there will be a bullet'
