Global warming is such a large problem that we need multiple solutions. I would also recommend cr makers be encouraged to produce ZEV (Zero Emission Vehicles) by giving them double credit for each electric, hydrogen etc. vehicle they sell for the amount of oil-based fuel saved - i.e. 100% would become 200%.
