Putin is not a statesman, having a past affiliation with the KGB. He is not concerned with the welfare of his citizens, and will play dirty to get his way. There is a Simpson's episode where Russia reveals that the Soviet Union still exists, it just pretended to break (it is a comment in passing). I don't think that the show has it off.
