It is virtually gauaranteed, that once it goes into effect, the price congestion fee structure will quickly be 'found' to be inadequate, and will be raised over and over again. We will need to save up if we wish to visit family members in Manhattan by car. For entertanment visits, Manhattan will need to be viewed as Disneyland. Perhaps a multiday pass could be considered.
