Congestion Pricing Gridlock

Mayor Mike would have us believe that only his congestion pricing scheme can generate revenue to upgrade the NYC transit system. There is, however, another way. NYC has a surplus in tax revenue, no? Why not put these funds toward upgrading transit. Additionally, build more muni lots in the outer boros, thus generating more revenue to upgrade transit. London already had a robust transit system in place when Mayor Livingstone put congestion pricing in place. If Mayor Mike wishes to emulate Red Ken so much, let"s tell him to upgrade transit first to accommodate the increase in ridership inevitably resulting from congestion pricing.
