I'll tell you how Mayor Mike was so easily thwarted, and it wasn't just by Sheldon Silver; it was by an enraged middle-class constitutency who knew a tax when they saw a tax.
If Mayor Mike wants to decrease mid-town congestion, he can start by relocating city government agencies to the outer boroughs. Imagine 10 to 20 thousand parking spaces taken up by commuting city employees suddenly becoming available for others to use? DUH!
