Any proposal of this nature may very well bring to a head the struggle I believe is being waged between the neocons (Cheney etal) and the "Old Republican Guard" (Baker etal). with Bush uncomfortably in the middle.

Should the former win, next stop Iran. Should the later prevail, at last there may be a flicker of hope.
