What a hogwash idea to combat poverty! These programs just encourage poverty, they don't provide a cure. Holding out the hand of welfare programs etc. does nothing other than extend and perpetuate the status quo. We need an altogether new mind think. Those least likely to understand the situation are those living too close to the breast of prosperity and the language that obscures reality, like big business and politicians.
