When Richard Mills, New York Commissioner of Education was Commissioner of Education in Vermont (1987-199), he established the same policy ...fail in school first.

When parents succeed in obtaining private placements, after a 1-2 year battle...the state and local budgets were forced to provide significant tuitions and the related services to the private school because of the depth of need. Sums would have been less costly to both entities if the child had received either informed instruction or remediation first...rather then the extended years of repair.

Of course, if the University of Vermont and the SEA prepared its future teachers with more than the nefarious "whole language philosophy" and prepared teachers to instruct children in how to write, spell and read (in that order) and how to achieve competency in basic math...other than "guessing' and "estimating" in addition to support for calculators in kindergarten....maybe few children would need private placements!
