Tax Breaks Sought Amid Boom

Before applying a regressive commuter tax in the form of congestion pricing, why not apply this windfall toward upgrading NY City's transit system? The anticipated increase in riders from congestion pricing would overwhelm the present system. Let's use any surplus wisely.
