Though the share of condo and coop owners in the city has increased dramatically over the past 5 years, especially in Manhattan, New York City is still a city of renters for whom the reduced property tax will be of little benefit. To truly return the benefits of the surplus, it would behoove the powers that be to reduce, if not eliminate, the city's income tax.
