It's true if Cheney ever were to suddenly run, a certain segment of the Republican Party would be enormously energized, but as another commentator already noted that would not be enough to carry forward his nomination to general election victory. Republicans already require a large outside-the-party vote, and the Cheney Path, given his approval ratings, could never garner that appeal. It makes you wonder whether proposing such candidacy is any more than wishful thinking.
