Styrofoam, or expandable polystyrene (EPS) can indeed be recycled, although the gas used to foam the plastic has to be neutralized first. This not an expensive proposition, and EPS can be used for a number of post consumer applications, many more so than paper or cardboard.

As far as biodegradability is concerned, 50 year old newspapers have been resurrected from landfills with the headlines still intact.
