Many immigrant and language groups have had cultural and language programs set up especially for them in the U.S. school system. These programs have repeatedly demonstrated that they are not successful because those involved simply did not master English and even more so did not integrate well into our American heritage and culture. Having been part of organizations whose goal was to allow "XXXXXX" as a Second Language, I can attest that these programs failed miserably because it was easier not to focus on English and not to acclimate yourself. If you live here then become an American first and maintain your personal culture privately. People come to this country because it is cohesive while allowing individuality; people are leaving their countries because they don't use this formula. You don't come to the USA to change it into the country you left. Instead you come into this country to become a part of what it offers. Why else would anyone want to be here? This wonderful country is made up of one group first - Americans. If you don't want to integrate the American lifestyle, then you don't want to be here and should leave this country. That's the decision. Once you embrace the US, it is easy to see that becoming "American" is the solution. You learn quicker and your contributions become a part of it.
