Taiwan just like Tibet is definitely not part of China. China has been trying to roadblock Taiwan participating in any international organizations including WHO. If China does care about Taiwan people, why don't they even let Taiwan join WHO. Regardless of China's rapid development, the Chinese government is still of uncivilized nature. Obviously there is no justice in the international community, so that these are 23 millions people are locked out of UN, the so called largest international organization on earth.
