Well maybe it's not perfect, but DUMBO in Brooklyn, NY has a bunch of great ice cream/gelato that could almost qualify it as a district:

1) Almondine - the French bakery serves its own gelato (gelati?) - several flavors offered daily

2) Jacques Torres - the chocolate maker makes its own gelato. Unfortunately you can't get individual scoops - it only comes between 2 chocolate chip cookies - but the ice cream sandwiches are quite good.

3) Brooklyn Ice Cream - you mentioned it yourself - freshly made ice cream daily

4) Ciao Bella gelato - yes, it's a chain but it's still pretty good - offered from the front part of Rice restaurant

Finally - Foragers sells unusual small brand and organic ice creams by the pint such as La Cremellaire, Ronnybrook and Peas and Pickles sells the regular pints of Haagen Daz and Ben & Jerrys
