Imagine a statesman (male) going to a debate or on the floor in a t-shirt and shorts, or even having the top three buttons of their shirt open showing chest hair (as was popular in the 70s for unknown reasons). The simple fact is that it is not appropriate. The real issue with the Senators outfit in question is not any speculative guessing about sexuality, and the supposed use thereof, but rather as inappropriate for the place and event. Politicians - especially those seeking the Presidency - have stylists, and they can not claim that they didn't notice this or that (a stain on pants, skirt too short, shirt was ripped). They (politicians) are in the public eye, and should know better, and that is why I am offended.
