How come nobody has seen through this for what it is: A reemployment "training" act for social workers and social work aides who lost their jobs in the great scaling back of benefits during the last administration? Indeed, my guess is that the only successful job recipients to come of this would be re-employed social workers and others as teachers and trainers. And we know whose payroll that bloats.
