Let's see if I understand this correctly. The firm got $5 million to monitor NYRA for 18 months. They give NYRA a whitewash endorsement, enabling NYRA to continue. In return, NYRA gives them a great big wet kiss in the form of a $1.5 million annual, no-bid contract, to provide advice
