Instruction in English must come first. If an American child living on an American base in germany were to apply to a German school, the first thing he would be required to do is to learn the German language. Why expect anything less of a German students enrolling in an American school. My question is, however: How effective is the ESOL program he supports? Is it aim practical or ideological: to yeach the language of instruction or to pander to his cultural background?
