So in other words, the local community would have more effect in putting pressure on the families than the law. This did actually work in Sicily, when the island in unison stood up against the mafia and actually made a difference. You can really feel the difference, especially when I visited Corleone Pre ans post Bernardo Provenzano, so I think it can be done!
