here's the answer to the other problem create a facility for the homeless and mentally challenge right in the Yards and you solve 2 problems, while making all kinds of money for the developer. All you need to do is give tax insentives in addition to what they are recieving already which is really money in their pocket but so what!

Have them build at their expense the facility for the homeless and mentally challenge and make it large enought to handle 200 or 300 families this would put a dent in the problem. Really with all the brian surgeons we have as directors and commissioners in NYC how come no one steps to the plate and makes these demand. Believe me the people in charge are collecting pension time and getting the job done.
