The problem is, where will all those poor people move to? Presumably, Edwards' vouchers won't be enough to let them move to middle class neighborhoods, so while they may be able to afford something better than they had before - or better than nothing - they'll still be stuck in the poor neighborhoods. Besides, we can't afford to just give up on whole swaths of cities. Ghettos are usually good neighborhoods that have gone bad. They can be made good again with a lot of will and time.
