Spencer may not have been 'a social Darwinist', but that is the conclusion to which any rational thinker must come. If 'survival of the fittest' is the order of the day, why does that not also apply to human history? Spencer's nerve may have failed him at this point, but a determined, hardheaded realist with a will to conquer would see the outcome of that motto and act accordingly.
