When I first became a parking judge in 1992, I'd heard about things like this (from a senior judge, no less). If a driver (especially one from out-of-state) defends himself/herself, the best a judge can do is to dismiss the ticket.

I've always felt that driver-victims of scams like this should receive damages, but no one listens to me.
