The Canadian intelligence services have just declassified information that Mr. Arar was taken from New York to Syria against his will by the C.I.A. and not the N.I.S. as previously claimed. If this had been done by the N.I..S it would have been lawful. Is the same true if Arar was taken from US soil by the C.I.A. so that he could be tortured by Syria on behalf of the C.I.A. ?

I am not an expert on American law but I understand that the C.I. A has no legal power to arrest people on US soil. If Arar was taken from New York by the C.I.A in a C.i.A aircraft wasn't this kidnapping under American law?

C.I.A. kidnappings in Europe under the Extraordinary Rendition program may not be crimes under American law but what about this? Watergate was about a break in by White House employees. This seems to be more serious conduct that is being covered up.
