Calatrava Cost Overruns Evade Cutters

Is there something wrong with the architecture or the contractors? I love Mr. Calatrava's work. Seriously. However, an architect is supposed to design for his client's budget. A design that costs over $1 billion more than a client has to spend is not useful regardless of how inspiring (and it is inspiring!). Let's let Mr. Calatrava have another chance to design something within budget. We can have both. Let's not get crazy people. As New Yorkers we know the Port Authority has a long list of other priorities for $1 billion. An expansion of PATH up the west shore of the Hudson to Wehawken, another tunnel for NJ Transit Trains to travel directly to downtown, or even better - a one seat ride from EWR to JFK?
