Your article points out one of the problems. After recruiting in NYC for a short while in a desultory manner they went straight to Canada. They didn't try recruiting in Schenectady, Syracuse, Rochester, Connecticut, New Hampshire, Pennsylvania, Massachusetts, WV, OH, VA, MD, NC, KY, TN, IN, IL and so on to Hawaii before going outside the USA. They took a page from the Cohen & Grigsby recruiting book: place ads in places that won't get many responses from capable and willing American candidates; if some happen to see the ad and respond, come up with some pretext to disqualify them; if that's difficult, you're stuck actually bothering to interview them to come up with some excuse to disqualify them so that you can retain a cheap foreign worker. www kermitrose com econ html
