So, when Richard Rifkin says he didn't issue a written opinion as a staffer for the Ethics Commission, that the policy was only issued verbally, what he is really saying is he didn't do his job! Please notice that he isn't able to say - this wasn't the Ethics Commission policy, that Bruno was following!

Just one more desperate smokescreen Spitzer's people are throwing up to try and cover their tracks.
