You must be a new baseball fan. First, the Yankees (and Mets and Red Sox, among others) have routinely been paying above-slot bonuses to draft picks (and not just first-round picks, either) for years, so they surely don't need the Tigers or anyone else to distract MLB's attention. Second, because the amateurs selected in the draft aren't members of the union yet, it is incorrect to say the union is "involved" in this situation. Union officials are obviously interested in what happens, but can't really influence it one way or the other.
