If this is to be a public school that simply provides a good way to learn Arabic, it should not matter if the Arabic speaker is a practicing Muslim or not. In fact, to insure that the 1st amendement is being followed, should it not be someone who is specifically not a practicing Muslim? How about a secular Arabic speaker or a Christian Arabic speaker or a Jewish Arabic speaker? Any of these would keep it from becoming a place to indoctrinate the students with Islam. Teaching Arabic is fine, teaching Islam is establishing a religion.
