Cui Bono? I happen to believe the most obvious of reasons: Putin's critics are being killed, and the person who has most to gain from this is Putin. Second, the excuse that enemies are doing this to "make him look bad" is standard FUD - spreading fear, uncertainty, and doubt, another tried-and-true intelligence tactic. If you pay this even the slightest attention, even consider it for a second. it was already successful.

The use of Polonium virtually guarantees the involvement of the Russian secret services. Russia is spiraling out of control and poses a danger to the whole world (and to itself). The sooner the international community understands this the better. Its not a democracy, it does not have a rule of law. Doing business with Russia is insane. Time to wake up.
