The mullahs will read this as an attack after the last train crosses the border tactic. They will see nothing benign in this step by - as they see it - the United States government in Washington. The notion of being out maneuvered by multi-state legislature federalism is beyond their collective ability to grasp. All is appropriate as their rendition of "Talking Heads" scurry around Tehran looking for answers and ways to deal with – in their world – the great crisis. The religious mindset cannot deal effectively with confusion; per se, "Confusion" is one of the names of the devil and for these supposed men of god the notion of being consumed by the devil will eat deep into their collective conscience. There is no assured guarantee that this gambit will work as planned but applying cost-benefit Game Theory to the probabilities effecting higher risk the likelihood exists that the benefits incurred will seriously outweigh the costs. So watching the results of this ploy will be fascinating as was watching Apartheid disintegrate in South Africa.
