I don't know why this is such a common misconception: all polling out of NH indicates Romney is running away with the state, giving him the first 2 states in a row. He may not do well in SC, but Iowa and NH are his. He is not "battling" with Guiliani there, he's dominating.
Your article does pose an interesting idea, though, about the states changing the rules to get more influence in the primaries. It might very well happen. I believe Romney will build up huge momentum with those first two big wins, and it might carry him to the nomination.
