As George BushSr. left office in l992, one of his last acts was to appoint Richard Thornburgh to be the highest ranking US member of the UN Secretariat.

But since Thornburgh knew nothing about the UN or Secretariat and the also new Sec. Gen. Boutros G. probably had no experience with the Secretariat, that really meant that it would be M. Strong. Strong and Bush first worked together in l971 when Nixon reluctant appointed Bush as US Amb. to UN and Strong, an oilman as well, was mysteriously put in charge of preparations for the first UN Conf. on the ENvironment.

The proof you need would be in very small articles in either the Globe or the NYTimes of a February 13 (?) 1993 indicating that the Secretariat had been "reformed" - or was it a coup? 31 heads of 31 departments were fired and given no time to question the process. Each had to accept whatever jobs were designed for them elsewhere within, as I recall four or six weeks, which meant moving families, finding schools, selling old homes and finding new ones.

Then the new design of the -- is it "THE UN" or is it THE SECRETARIAT ? - put "Thornburgh" in charge of the newly merged offices of Administration, Budget, Finance, personnel and later Conference Services.

Did that kill the UN? For at least two years there was no phone book - so there was no way for anyone to take any kind of action.

And to THINK that a man of Strong's ilk was given the run of the UN ! And this when he was still working with Bush Sr. and Strong was in the Boston Federal Securities Fraud Court (those records available) for selling stock in his plan to sell water out from under his ranch etc -- the Alamosa, Co. newspaper followed that case....

Hope this helps anyone who is investigating any story re the UN.
