I don't think that was Bin Laden. Read the actual transcript of the video, it's not menacing.

It reads like it was written by a anti-war activist from Cuba, some passages remind me of Fidel Castro. I'm serious, sit down and read this thing.

There's a reason we didn't kill Bin Laden when we had the chance at Tora Bora. That would have been a victory for the War on Terror. There would be no excuse to invade Iraq.
