According to the Mr. Roed-Larsen, an effectives arms embargo requires the "cooperation" of all regional "partners" including those partners who actively violate the arms embargo by continuing to smuggle arms to the Hezbollah. According to that "logic," I suppose law enforcement should simply seek the cooperation of the drug dealers who sell illicit drugs in a neighborhood and then throw up their hands in despair if the drug dealers fail to cooperate. Are officials of the United Nations in such fear of Syria and Iran that they cannot or will not carry out their mandate? If Security Council resolutions can be so easily ignored by the United Nations itself, talk about placing sanctions on Iran is just a meaningless waste of time.
