Everybody is under the illusion that JFK cut taxes. Such was not the case. JFK proposed a modest tax cut because Walter Heller his economic advisor believed the budget surplus would create a drag on the economy. He proposed dropping the top rate to 70%. Would Norquist and others want to return to that rate. However, Kennedy died before his tax cuts passed although some were passed under Johnson. Secondly it is a myth to suggest tax revenues increase BECAUSE of tax cuts. Revenues will increase every year we have economic growth of any significance. If we cut taxes these revenues will not increase as much but revenue still might increase from the previous year. Secondly if revenues were to increase is it really a tax cut?? IF the average person is paying more in taxes (regardless of income) than is it a "tax cut" ? Finally, on matter of economic growth, measured by the standard of "full employment, balanced budgets" the Democratic Presidents have consistantly outperformed the Republicans?
