Former Councilmembers running again after leaving office is in no way an end-run around term limits. Nothing in the term limits law and at no time during the debate over the law, did the proponents ever say that Councilmembers could not run again. Those now opposed to former Councilmembers running can propose a new law to prohibit their running the same way the 22nd Ammendment prohibits a 2-term President from ever eunning again.
