 " ... halting the Florida recount and awarding Mr. Bush the presidency."

A criticism on your choice of the word  " awarding" describing how President Bush became president. It was NOT an AWARD. Though by a small majority, he had more votes in the state of Florida and therefore won all that states electoral votes. Mr. Bush won the election fair and square.

Those unhappy with that outcome should work to revise the presidential electoral system.
