"Hands-on learning" could also mean "smaller classes," since it's easier for a teacher to create hands-on projects when class sizes are smaller. Bottom line, smaller class size was the choice of 24% of parents, far more than any other choice in the survey. The reasonable conclusion is that smaller class size is parents' top concern.
