In reference to the issues related to the lack of fire protection systems being in service, both the International Fire Code and the National Fire Protection Association and, the International Building Code does require an operating Stand Pipe System in ALL buildings under construction or demolition, four stories or greater. In NYC the Fire Protection requirements are under the NYC Building Code. This is the responsibility of the DOB and the Contracrtor to insure that an operating Stand Pipe system is in place. Without the proper training and guidance, firefighters are not required to inspect a toxic site. From all information that I have read on this incident, the DOB and EPA have visited the site several times over the last six years and Fire Officers and firefighters have brought this to the attention of superiors to no avail. So, who is to blame? Not the Division Chief, the Batallion Chief or Captain>>>>>>>>>>>>>>>>>>
