Union Spars With FDNY Over Helicopter, Deutsche Fire

Did this Building have a fire sprinkler system?

If so why was it not required to be in service in the standing area of the Building during demolition. The Fire Department could fight any fire by supporting the sprinkler system with out sending any Firefighters in the building.
